Combinatie CER is made up of the Koninklijke VolkerWessels companies KWS and Van Hattum and Blankevoort. The Consortium has opted to set up the project according to the ‘Top In Projects’ strategy. InfraNL (VolkerInfra together with its operating companies) developed this strategy in 2017. In ‘Top In Projects’, a standard working method is developed creating a learning organisation on the major InfraNL projects. This means that the CER Consortium works according to VolkerInfra’s standard working method/guiding principles, shares lessons learned with its other projects and is periodically tested via StageGateReviews on acting on lessens drawn from other projects.
VolkerWessels has a wealth of expertise and knowledge in the area of construction projects like the CER. The CER Consortium has opted to avail of this expertise and knowledge. For example, the VolkerInfra and Aveco de Bondt specialists provide support for the design and process management, Vialis realises the technical systems, we use the knowledge of KWS as hardening specialist (with BKB for the DGB) and of Van Hattum en Blankevoort for the civil engineering aspects. The main advantage of this choice is that all companies that are involved in this project work according to the same business culture and have the same mind-set.
We are executing the project by order of the Port of Rotterdam Authority. It was already clear during the tendering phase that the Port of Rotterdam Authority was looking for a partner, not merely an implementing party. After the award phase, the mutual interests were put forward for discussion to jointly explore how we can best represent these in the project. This resulted in a compass for good business with core values that the consortium and the Port Authority consider important. With the aid of this compass, we will discuss the choices that we make and ‘set off proudly towards a model project’.
